I will address many issues in the 81st Legislative Session. I would appreciate your opinion on these issues so I can best represent you. We have a Representative democracy and my first duty is to represent you and to respect your input on these critical issues.

1. All voters should have to show photo identification at the polling place prior to being allowed to vote.

2. There should be a gas tax holiday in Texas.

3. The state gasoline tax should be indexed to the rate of inflation.

4. We should eliminate "sanctuary cities" where immigration status of someone arrested is not checked
by law enforcement.

5. We should require counties to check the immigration status of all individuals charged with a felony.

6. The current 8.25% sales tax cap precludes some communities from participating in DART . We should
raise the 8.25% sales tax cap to 9.25% to allow those non-Dart cities to become part of the DART system.

7. Plano, Richardson and Dallas are all part of DART. They should be allowed to raise the current 8.25%
sales tax cap to 9.25% for non-transit programs to match the economic advantages those cities that could join
DART would have in attracting business and doing infrastructure building and repair.

8. Texas should adopt more stringent auto emission standards like those of California.

9. Home tax appraisal increases should be capped at 5% per year.

10. Instead of a 5% cap on home tax appraisal increases a cap should be placed at 3%.

11. We should place a spending cap (commonly called a revenue cap) on all cities, counties and other entities at
5% per year plus growth and inflation and excluding specific federal and state grants.

12. We should continue to elect judges in partisan elections.

13. Autistic children should be given state vouchers and allowed to attend any school of their choice.

14. We should support the building of a fence on our southern border.

15. The Texas Youth Commission should be remodeled so that instead of larger state facilities mostly rural for these
young law violators we should have smaller facilities closer to their homes.

16. Since we have a large budget surplus the priority for its use should be additional property tax reductions.

17. The current top ten percent rule allowing automatic admission to state universities for all students from every school district that graduate from high school in the top 10% of their class should be repealed.

18. Casinos should be allowed in Texas.

19 Casinos should be allowed in Collin County.

20. Smoking should be banned from all business spaces in Texas.

 

 

 Explanation of questions 6 and 7

 

 

In the 80th Legislature the Dallas Morning News, many local cities, and DART supporters pushed legislators to vote for a bill that allowed the Metroplex counties to hold local elections to raise your sales tax from 8.25% to 9.25%. The Legislature, 25 years ago, allowed our area to vote to raise the sales tax from 7.25% to 8.25% and to choose to use that money either for DART or on other local non transit issues. Plano, Richardson, and Dallas all voted for the tax to go towards building DART. Other communities like Allen, McKinney, Frisco and the now rapidly growing communities in Northern and Eastern Collin County voted to use the tax for non-transit issues, primarily economic development. The bill was opposed by several of our leading businesses. The bill did not pass. However the idea will be back and it is important for you to let me know how you feel on this important pocketbook issue. The bill will probably combine the issues raised in questions 6 and 7 but it is important to know your opinion on both parts of the issue.
